National Council of Aboriginal Federal Employees

The National Council of Aboriginal Federal Employees (NCAFE) is a Government of Canada employment equity council that provides consultation on employment of self-identified Aboriginals (North American Indians, First Nations, Métis, and Inuit) in the federal public service. This council was created to liaise with government departments and agencies regarding best practices and policies for recruitment and retention of Aboriginal employees at all levels. Membership is open to all Aboriginal employees, including students and casual employees, within the federal public service.

Vision

NCAFE promotes the values of a federal public service that is, across all departments and agencies, an employer of choice for Aboriginal peoples, and that respects and supports Aboriginal languages and cultures.

Mission and Mandate

NCAFE exists to help departments and agencies achieve and maintain a workforce that is representative of Aboriginals. NCAFE recognizes and supports the creation of conditions under which deputy heads can take full responsibility for people management in the context of employment equity for Aboriginal federal employees.

NCAFE Governance Structure

NCAFE's national champion advocates on behalf of the organization, promoting awareness and understanding, and seeking support and resources from assistant deputy ministers, deputy heads, and senior executives.

The NCAFE Board of Directors, called the Executive Committee, is a decision-making body composed of volunteer members with a wide variety of skills and knowledge, representing various levels of seniority, function communities, departments, and regions of the country.

Working committees translate the broad direction set by the Board into specific action plans. Each volunteer member serves a term of three years. The members of the Executive Committee are assisted by two full-time staff, a manager and an administrative assistant, who are provided by the Office of the Chief Human Resources Officer, Treasury Board of Canada Secretariat. The Executive Committee mandates topical committees or theme-based committees with action plans for projects promoting the recruitment and retention of Aboriginal federal public servants.

NCAFE also has regional committees working on the action plans for projects across the provinces and territories of Canada. The topical and regional committees are interdepartmental. Participation on these committees is open to all NCAFE members and affiliate members, subject to their manager’s approval. The volunteer topical and regional committee members of NCAFE report to the Executive Committee, and by extension to the Chief Human Resources Officer and Champion, on results achieved for Canadians.
